Yes, you can buy at any monster. If you are to DC make sure to stay in the north-west ..... Stay Away From SW, SE and NE .... Sections evil. High crime rate. While SE is very expensive, beautiful and much safer. In April the weather should be pleasant .... in 50-60s. Dress to fashion, if you can. DC is more like New York.
